Is Your Construction Staffing Bill Rate Still Priced for 2021? What Gainesville GCs Need to Know

A new analysis published by StaffingHub on September 16, 2026 asks a question that every staffing agency — and every general contractor who uses one — should be sitting with right now: Is your bill rate still priced for 2021?

The short answer, for most of the industry, is yes. And that's a problem.

At All Florida Personnel, we think transparency about how construction labor staffing is priced is part of what makes a staffing partner worth trusting. So we're breaking down what the StaffingHub data actually says, what it means for general contractors in Gainesville and North Central Florida, and how we think about pricing our services.

The Markup vs. Margin Confusion That's Quietly Killing Staffing Margins

Here's the math problem that StaffingHub puts front and center, and it's one that trips up a lot of people on both sides of a staffing relationship.

If a worker earns $20 per hour and a staffing agency applies a 50% markup, the client gets billed $30 per hour. That $10 spread looks like a 50% margin. But it isn't.

Gross margin relative to the bill rate is calculated differently. You divide the markup percentage by one plus the markup: 50% ÷ 1.50 = 33% gross margin — not 50%.

That distinction matters enormously when you layer in what StaffingHub calls the "burden" — the real cost of putting a worker on a jobsite that goes beyond their hourly pay rate:

  • Payroll taxes (FICA, FUTA, SUTA)
  • Workers' compensation insurance
  • Unemployment insurance
  • Employee benefits

That burden typically adds 10% to 15% on top of the pay rate before a staffing agency records a single dollar of gross margin. And here's the critical detail from the Bureau of Labor Statistics data cited in the StaffingHub piece: employer benefit costs for private industry workers rose 3.8% in the 12 months ending June 2026 — above the 3.1% wage growth over the same period.

Both costs are rising. But only the pay rate tends to show up in the bill rate conversation.

What the Public Staffing Company Data Shows

StaffingHub pulled financial data from two of the largest publicly traded staffing firms in the country to illustrate how much spreads have compressed since 2022.

Robert Half reported a 42.7% gross margin for full-year 2022, with a net margin of approximately 9.1%. By Q2 2026, gross margin had dropped to 35.5% and net margin had fallen to roughly 1.97% — a collapse from $658 million in net income to $26 million on significantly lower revenue.

Kforce showed a milder but similar trend: gross margin moved from 29.3% in 2022 to 28.5% in Q2 2026, with net margin declining from approximately 4.4% to 3.53%.

These are two of the best-capitalized, most sophisticated staffing firms in the country — firms with pricing leverage that most regional agencies simply don't have. When their net margins are settling at 2% to 4%, the old industry benchmark of 3% to 8% net needs to be revisited.

Why Bill Rates Didn't Keep Up With Costs

Pay rates spiked hard in 2021 and 2022. Wages and salaries for private industry workers jumped 5.0% in the 12 months ending March 2022, and they've continued growing at 3.1% annually on top of that elevated base.

But bill rates — what staffing agencies charge clients — didn't compound at the same pace. According to StaffingHub, many agencies simply stopped requesting rate adjustments. Clients who pushed back on increases in 2022 are still pushing back in 2026. The result: placements that looked profitable three years ago are now break-even or worse.

No single event caused this. It was a slow accumulation — rising costs on one side, stagnant invoicing on the other — that left agencies absorbing the shortfall quarter by quarter.

What This Means for General Contractors in Gainesville

If you're a general contractor or subcontractor in Gainesville or Alachua County who uses construction labor staffing, this dynamic affects you in a few important ways.

First, be skeptical of unusually low bill rates. A staffing agency pricing construction labor at rates that seem too good to be true in 2026 is either operating on razor-thin margins that aren't sustainable, cutting corners on workers' comp coverage, or misclassifying workers to reduce burden costs. None of those outcomes are good for you as the GC on a jobsite.

Second, understand that rate conversations are legitimate. If your staffing partner comes to you with a rate adjustment request backed by real cost data — BLS burden increases, workers' comp rate changes, wage growth in the skilled trades — that's a sign of a partner who is managing their business responsibly. An agency that never asks for a rate adjustment in a rising-cost environment is one that's quietly becoming less able to deliver quality workers.

Third, the cheapest option often costs more in the long run. Construction labor quality directly affects jobsite productivity, safety, and schedule. A staffing partner who is financially healthy can invest in worker vetting, safety training, and retention. One operating at 2% net margin cannot.

How All Florida Personnel Thinks About Pricing

At All Florida Personnel, we price our construction staffing services to be sustainable — not to win a race to the bottom.

That means we account for the full burden of putting a skilled worker on your jobsite: payroll taxes, workers' compensation, unemployment insurance, and the administrative overhead of managing a compliant, vetted workforce. We don't hide those costs in a markup that looks attractive until the first audit or workers' comp claim.

It also means we have honest conversations with our GC clients when costs change. The BLS data is public. Workers' comp rates in Florida are real. When the cost of delivering a quality construction worker to your jobsite goes up, we'd rather have that conversation directly than quietly erode the quality of the workers we're sending you.

What you get when you work with All Florida Personnel:

  • Vetted, experienced construction workers ready to report to your Gainesville or North Central Florida jobsite
  • Transparent pricing that reflects the real cost of compliant, insured labor
  • Flexible staffing for phased projects — scale up or back as your scope demands
  • Local knowledge of the Gainesville construction market and the GCs who operate here
  • Direct hire options when you find a worker you want to bring on permanently

The Bottom Line

The StaffingHub analysis is a useful reality check for the entire staffing industry. Margins have compressed. Costs have risen faster than bill rates. And the agencies that haven't had honest pricing conversations with their clients are the ones quietly heading toward Robert Half's current 2% net margin — or worse.

For general contractors in Gainesville who rely on construction labor staffing to staff up for projects at the University of Florida, along SW Archer Road, or anywhere across Alachua County, the takeaway is simple: know what you're actually paying for, and make sure your staffing partner is financially healthy enough to keep delivering.
